Technical-commercial meeting:
Our consultants work closely with you to gather detailed information about your cosmetic project and assess its technical and commercial feasibility.

Feasibility and Initial Quotation
If the cosmetic project is viable, we provide a quotation for the development of a custom formulation. If you choose an existing ready-to-go formula, the process moves directly to step 5.

Specific R&D:
Our laboratory develops the required cosmetic formulations and provides samples for approval. Once the formula has been validated, we assess the most suitable packaging options and carry out the necessary compatibility and stability tests.

Offer validation II:
A final quotation is provided for the production of the finished cosmetic product, including the formula and packaging. Once approved, internal product codes are created and the creative process begins, including packaging design and product copy.

Creativity Validation:
The client confirms that the designs and product copy are correct and approves them. We then proceed with the procurement of the necessary packaging and production materials.

Materials reception:
All materials are received at our facilities, where they are inspected and approved by our Quality Control team before entering the cosmetic manufacturing process.

Production:
The cosmetic product is manufactured, filled and packaged in our authorized, automated production facilities, following strict quality and safety standards.

QA:
Comprehensive physical and microbiological quality controls are carried out before the production batch is approved and released.

CPNP registration and commercialization:
The cosmetic product is notified through the European Cosmetic Products Notification Portal (CPNP) and is ready to be placed on the market.
FAQS
How long does a private label cosmetics or hair care project take?
The standard production lead time is 10 weeks from final design approval, provided that the project uses packaging available in stock. This timeframe includes label procurement, cosmetic manufacturing, filling and packaging, quality control testing and microbiological analysis.
For projects requiring packaging or components that are not currently in stock, production times may vary and should be confirmed in advance. Approximately 90% of our private label cosmetic projects are developed using in-stock packaging.
Can Valquer manage the EU registration of my private label cosmetic product?
Yes. Valquer Laboratorios manages the cosmetic product registrations under its own name and acts as the Responsible Person before the relevant European authorities. This means that clients do not need to handle the technical, regulatory or compliance requirements for marketing cosmetic products in the European Union.
What is the minimum order quantity for private label cosmetics?
There is no mandatory minimum production quantity. However, based on our experience and cost competitiveness, our private label cosmetic manufacturing services are particularly suitable for projects starting from approximately 1,000 units per product reference.
Do you offer full-service, turnkey private label cosmetic manufacturing?
Yes. Approximately 90% of our private label cosmetic projects are developed through a turnkey or full-service model. We manage the procurement of packaging and raw materials, cosmetic manufacturing, filling and packaging, quality control testing, regulatory registration and support through to product launch.
The remaining 10% involves projects in which the client supplies specific packaging components or raw materials.
What packaging options do you offer for private label cosmetics?
We offer a wide range of cosmetic packaging solutions, including caps, pumps, dispensers, jars and bottles, available both from stock and through our network of approved packaging suppliers. This enables us to tailor each private label cosmetic project to the specific requirements of the product, distribution channel and brand.
Can you help with private label cosmetic product design and labelling?
Yes. We support clients throughout the design management process, excluding the creative development itself. We provide the required legal text, regulatory icons, barcodes and a technical review of the final artwork.
We also review all packaging designs to ensure compliance with current European cosmetics regulations before production.
Do you use natural ingredients in your cosmetic formulations?
Yes. We aim to develop every private label cosmetic formulation with a high percentage of naturally derived ingredients, while always prioritizing proven efficacy, formula stability and product safety.
How do you ensure the quality of raw materials and cosmetic manufacturing?
We work with approved suppliers across all five continents, audited by our Quality teams. We also maintain full control and traceability of every material ordered, received and used in production, ensuring consistency, safety and quality throughout each private label cosmetic project.

Does Valquer manufacture private label cosmetic products for pets?
Yes. Valquer Laboratorios is registered in the Register of Manufacturers of Zoosanitary Products under number HCM-MUZ-10054. In addition, since April 4, 2025, the registration of HCM-MUZ products and their respective holder companies is no longer mandatory.
