50 years manufacturing trusted cosmetics
We develop and manufacture high-value cosmetic products for brands seeking quality, innovation, and real results.
Cosmetics to third parties
We have extensive experience (since 1975) as a manufacturer and laboratory for third-party cosmetics.
Valquer Laboratories researches, manufactures, and develops a wide range of biotechnological, natural, and vegan cosmetics: dermocosmetics, solid cosmetics, hair care products, sunscreens, perfumes, hair dyes, amenities, and pet hygiene products.
Thanks to the collaboration between stylists and dermatologists, we are able to develop natural, effective, and sustainable biotechnological cosmetics for other brands (white label, private label, or third-party cosmetics).
We have direct experience in over 65 countries and offices in Spain, the United Kingdom, and Mexico.
As a biotechnological cosmetics laboratory and manufacturer, we offer manufacturing, packaging, “full service,” or “turnkey” solutions for projects of various sizes and quantities: small (e.g., 1,000 units), medium, and large continuous productions.

If you’re here, you might be interested in developing a cosmetic project under your own brand. Or perhaps you already distribute your own cosmetics and are looking to explore other alternatives, manufacturers, or cosmetic laboratories that can provide greater security and/or profitability for your business.
Our laboratory and factory offer manufacturing, packaging, “full service,” or “turnkey” solutions for projects of various sizes and quantities: small (e.g., 1,000 units), medium, and large-scale productions.
Recommendations from our CEO:
- Build a team of trusted professionals who share your vision and are dedicated to bringing your cosmetic project to life.
- Choose a laboratory and manufacturing partner with proven experience in developing and marketing their own cosmetic products. This will give you greater confidence in the process.
- Think long-term and plan for scalability—don’t stop at just one production run. Consider the potential for growth.
- Opt for a lab that prioritizes R&D and innovation, offering premium formulas that align with the latest trends in biotechnology, effectiveness, veganism, sustainability, and natural cosmetics.
- Ensure the lab holds quality certifications such as ISO 9001, ISO 14001 (Environmental Management), ISO 22716 (GMP), or IFS.
- We recommend visiting the facilities of your potential laboratory and manufacturing partner to gain a deeper understanding of their operations.
- Make sure the laboratory has an in-house regulatory department to handle proper product registration and facilitate international expansion.

What we offer?
We offer different services and forms of collaboration from “full service” or “turnkey” to more specific research, manufacturing, packaging, logistics, commercial consulting, design and marketing.
10 steps to your own brand
We care for your hair dye project as if it were our own. That’s why we apply the same quality systems and procedures as we do with our regular cosmetics. Here are 10 steps to make your private label project a complete success:
01
Contact:
We receive your request through our contact form.
02
Technical-commercial meeting:
Our advisors get in touch with you, gathering detailed information about the cosmetic project. The feasibility of the project is then assessed.
03
Feasibility and offer I:
If the cosmetic project is deemed feasible, a budget is provided for the development of the formula. If you choose an already available or “ready to go” formula, we move directly to step 5.
04
Specific R&D:
Our LAB develops the required cosmetic formulas and sends samples for your approval. Once the formula is validated, we proceed to work on packaging options and conduct various compatibility/stability tests.
05
Offer validation II:
Offer II is sent for the production of the final cosmetic product (formula + packaging). Once approved, internal codes are created, and the creative process (design and text) begins.
06
Creativity Validation:
The client confirms that the designs and texts are correct, and we proceed to gather the necessary materials.
07
Materials reception:
All materials are received at our facilities, inspected, and approved by the Quality department before moving to production.
08
Production:
The cosmetic is manufactured and packaged in our automated, authorized facilities.
09
QA:
Extensive quality controls (physical and microbiological) are performed before the batch is released.
10
CPNP registration and commercialization:
The cosmetic product is registered in the European portal and is ready for commercialization.
FAQS
How long does a private label cosmetics or hair cosmetics project take?
Production lead time is 10 weeks from the final design approval, provided the project is developed using in-stock packaging. These 10 weeks include label procurement, cosmetic manufacturing, filling, quality controls, and microbiological testing. For projects requiring out-of-stock packaging or components, the lead time may vary and should be confirmed in advance. Approximately 90% of projects are developed using in-stock packaging.
Can Valquer manage the registration of my cosmetic product on behalf of third parties?
Yes. Valquer Laboratorios manages the registrations in its own name and acts as the responsible person before the competent European authorities. This way, the client does not have to assume the technical and regulatory management of the cosmetic product in Europe.
What is the minimum quantity to manufacture private label cosmetics?
There is no mandatory minimum production quantity. However, based on our experience and competitiveness, we are usually especially attractive for orders starting from 1,000 units per reference.
Do you work on turnkey private label cosmetics projects?
Yes. Approximately 90% of projects are developed on a turnkey or full-service basis. We handle the purchase of materials and raw materials, manufacturing, packaging, quality controls, registration, and support through to commercialization. The remaining 10% corresponds to projects in which the client provides some packaging or raw material.
What packaging options do you offer for private label cosmetics?
We offer a wide variety of packaging, caps, dispensers, jars, and bottles, both in stock and through approved suppliers we work with regularly. This allows us to adapt each cosmetic project to the needs of the product, the channel, and the brand.
Can you help with the design and labeling of the cosmetic product?
Yes. We support the client in managing the design process (not the creative part), providing legal texts, iconography, barcodes, and technical review of the final artwork. In addition, we review the designs to ensure they comply with current European regulations.
Do you work with natural ingredients in your cosmetic developments?
Yes. We aim for each formulation to incorporate a high percentage of natural ingredients, always prioritizing proven efficacy, formula stability, and product safety.
How do you guarantee the quality of raw materials and cosmetic manufacturing?
We work with approved suppliers from all five continents, audited by our Quality teams. In addition, we maintain control and traceability of everything requested, received, and produced, to ensure consistency, safety, and quality in every project.
What certifications does Valquer Laboratorios have as a cosmetics manufacturer?
Valquer holds internationally recognized certifications, including IFS, ISO 22716, ISO 9001, ISO 14001, Halal, and EcoVadis. This foundation reinforces the reliability of its third-party cosmetic manufacturing and private label services.
Does Valquer manufacture cosmetic products for pets?
Yes. Valquer Laboratorios is registered in the Register of Manufacturers of Zoosanitary Products under number HCM-MUZ-10054. In addition, since April 4, 2025, the registration of HCM-MUZ products and their respective holder companies is no longer mandatory.
